LettersOur nation seems to be in love with simple answers to complex problems. It’s even better if those simple answers can be summed up in a word. The anti-immigrant forces already have their word and we are going to hear it often as the debate on comprehensive immigration reform begins. Their word is amnesty. It is going to be hard to hear the case for comprehensive immigration reform over the din caused by continual chants of “no amnesty.” Anti-immigrant groups will be forceful in voicing opposition to comprehensive immigration reform. But what are they for? Are they offering an alternative? Well, actually they are, and it too can be summed up in one word. That word is attrition. In 2006, the anti-immigrant think tank Center for Immigration Studies (CIS) published the paper “Attrition Through Enforcement: A Cost-Effective Strategy to Shrink the Illegal Population.” It has become a bible for the anti-immigrant movement. This document clearly describes the measures CIS and other anti-immigrant groups advocate to purge the country of all undocumented immigrants and also to prevent future immigration. Anti-immigrant ideologues are not calling for the mass identification and deportation of the more than 12 million undocumented migrants in the U.S. They acknowledge that this action would be costly and impractical to implement as well as morally repugnant to the general public. The strategy they back, “attrition through enforcement,” aims to make living and working so miserable for migrants that if they are not actually deported they will choose to leave the U.S. of there own volition. This goal will be accomplished through the enforcement of tough laws and regulations. Inherent in the policy is the understanding that the more restrictive and harsh the measures applied, the more rapidly immigrants will flow out of the country. A New York Times editorial dubbed such immigration enforcement policies, “The Misery Strategy.” Passage of state laws that discourage “illegal settlement” is one of the policy initiatives of the “war of attrition” on undocumented immigrants. Arizona is widely seen as the front-runner in the race to create a harsh, fear-inducing environment for immigrants. State Sen. Russell Pearce leads the charge. This year, Pearce sponsored the most far-reaching anti-immigrant legislation in the nation. The bill criminalizes every undocumented immigrant by expanding the definition of trespassing to include unauthorized immigrants’ mere presence in the state. Furthermore, the bill mandates that a law enforcement officer arrest, without warrant, any person the officer believes to be in the state without legal documentation. Pearce promoted his new legislation as an anti-crime measure. But some of his recent comments reveal that his aim goes far beyond protecting the public from dangerous criminals. He was quoted in the Green Valley News as saying, “The greatest threat to our neighborhoods is the illegal alien invasion.” Yet he conceded in an ABC-TV interview that, “most of them (the undocumented) are good people.” During the same interview Pearce stated that the goal of the bill he authored was “attrition by enforcement, one traffic stop at a time.” His objective is the uprooting of all the undocumented in the state through attrition by enforcement. Proponents will be making the case for comprehensive immigration reform in the coming months. As we begin to hear the necessarily complex solutions needed to fix our broken immigration system, anti-immigrant forces will try to drown out serious discussion with loud cries of, “amnesty.” We need to listen over the noise to what is actually being proposed. Let’s keep in mind that if comprehensive immigration reform fails we will still be left with an immigration policy.
