Drowned man was staying with friend

A 19-year-old man who drowned in a Villas East swimming pool Oct. 20 was staying with a family friend, who was out of town at the time of the drowning, according to reports.

The friend told investigators that she had known Jacob Todd Rowley since he was a child and was letting him stay at her home while she was working out-of-state. She was helping him to establish residency in Arizona and told deputies he had been in Green Valley about three weeks since his arrival from Missoula, Montana, reports said.

Rowley was found face-down at the bottom of a pool in the Villas East Subdivision around 7:30 a.m. on Oct. 20 by a janitor.

The Sheriff’s Office has ruled it an accidental drowning. According to spokeswoman, there was some suspicion that Rowley did not know how to swim.
