H.W. Bush, not Clinton

Bob Masterson in his “Welcome Back “ letter placed the blame on Clinton’s offshore drilling moratorium extension. The moratorium was imposed in 1981. Congress has approved the moratorium every year since. It was George H. W. Bush that issued the first executive order banning offshore drilling in 1991. Bill Clinton extended the executive order in 1998.

If it is so important to drill offshore why wasn’t the ban lifted when the Republicans controlled both Houses and the White House?

Will we use all the oil from offshore drilling here or will we continue to export enough oil to keep the price up?
