Kelsey Hartley, Miss Arizona’s Outstanding Teen for 2008, cradles a puppy she met Monday as she toured The Animal League of Green Valley. The 16-year-old junior from Cactus Shadows High School outside Phoenix visited as part of her research in preparation for the national Miss America’s Outstanding Teen Scholarship Pageant next week in Orlando, Fla.
