NewsUA expert: Poverty drives illegal immigration
By Jim Lamb, Green Valley NewsPoverty is the major driving force of immigration, a University of Arizona researcher told a Green Valley audience, but no one can seem to eradicate it. Judith Gans of the university’s Udall Center for Study of Public Policy said many of the concerns about immigration are well known, but recently the discussion has moved to the front burner. Put simply, extremely poor people migrate to better paying jobs as an act of survival. “There are a whole lot of people out there who are extremely poor,” Gans told a meeting of the American Association of University Women. The audience at the Joyner-Green Valley Library numbered more than 60 and almost as many men as women filled the seats. “A lot of economists haven’t figured out to get countries out of poverty,” she said. We’re aware of the migration of Mexican workers to Arizona, but “migration is a worldwide phenomenon, not just in Mexico,” Gans said. Where millions of Latin Americans immigrate to the United States for jobs, often in agriculture, other countries bring work to their workers. An example is China which is becoming an industrial giant heavily supported by low-paid workers there. Having a large population of low-paid immigrant workers can be costly to states like Arizona, but overall the economy benefits from their work. The money they spend and the taxes they pay outweigh the costs of services they receive. A majority of immigrant Arizona workers come to work in the fields and orchards, but agriculture is really a small part of the state’s economy, Gans said. And one rule of poverty seems to be that “people earn more based on where they are and not who they are,” she said. In the long term, immigrant workers can benefit the state more because the workforce here is “aging, growing slowly. The workforce is getting older.” Who’ll do the work for those who drop out of the labor pool? Maricopa County is the state’s most populous and not surprisingly “The bulk of foreign-born live in Maricopa County,” said Gans. “A large chunk of foreign born in Arizona are undocumented,” she said. One of the ways illegal immigrants pay back to the state is through sales taxes. Everyone pays those, she said. There’s one big cost to Arizonans created by undocumented immigrations, medical costs. Very few have health insurance and rely on tax-supported health centers. She said, “61 percent of non-citizens are uninsured.” Just 35 percent of citizens don’t have health insurance.” Illegal immigrant workers lose out when it comes to Social Security. Most pay taxes to the system, but relatively few ever receive its benefits. “There’s $200 billion sitting in Social Security that’s not being used,” said Gans. jlamb@gvnews.com | 520-547-9749

No more Americans should lose jobs or tax money to pay for illegal aliens. Its time to fix the problem. " zeezil wrote on Mar 9, 2008 7:58 AM: " Have you heard the saying, when California sneezes, the rest of the country catches the flu? Generally what starts in California eventually spreads to the rest of the country. That is, unless a state takes measures to resist it. Unless every state realistically tackles illegal immigration by instituting Comprehensive Immigration ENFORCEMENT, which California has refused to do, this is what you can expect:
As of 2006, California contained greater than 25% of the total illegal alien population within the U.S. Many of these illegals concentrate in Los Angeles. New statistics from the Department of Public Social Services reveal that illegal aliens and their families in Los Angeles County collected over $37 million in welfare and food stamp allocations in November 2007 – up $3 million dollars from September. Twenty five percent of the all welfare and food stamps benefits are going directly to the children of illegal aliens. Illegals collected over $20 million in welfare assistance for November 2007 and over $16 million in monthly food stamp allocations for a projected annual cost of $444 million. "This new information shows an alarming increase in the devastating impact Illegal immigration continues to have on Los Angeles County taxpayers," said Antonovich, LA County Supervisor. "With $220 million for public safety, $400 million for healthcare, and $444 million in welfare allocations, the total cost for illegal immigrants to County taxpayers far exceeds $1 billion a year – not including the millions of dollars for education." Just keep in mind that the $37 million a month is for only one county in one state and is only welfare and foodstamp benefits. It doesn't include hospital care, education, fraud, wage depression, crime, depreciation of housing values, the portion of bad loans given to illegal aliens by banks, insurance costs and the myriad of other burdensome expenses that illegal aliens put on the backs of American citizens. There are 29 sanctuary cities in California and because of that there should be little wonder why so many illegal aliens stay in this state. They basically operate with impunity and even if they get arrested for a serious crime there is little chance of them being deported. They can sign up for welfare and food stamps with no questions asked and the hospitals provide them with free care as long as there are still emergency rooms that can’t turn them away for lack of funds. All things considered, California has rolled out the welcome mat for them. Is there any wonder that California is right now in a fiscal crisis emergency with a budget deficit greater than $14 billion and growing? Reliable estimates calculate illegal aliens cost the state $10.5 billion each year! Why not cut all public services to those not in the U.S. legally? Just a simple thought on my part that would go a long way to putting California back on its feet. A bell should be ringing in you head about right now that tells you this is what is coming your way if you refuse to act. " zeezil wrote on Mar 9, 2008 8:00 AM: " The Congressional Budget Office in December 2007 (CBO: The Impact of Unauthorized Immigrants on the Budgets of State and Local Governments) stated the tax revenues that unauthorized immigrants generate for state and local governments do not offset the total cost of services provided to those immigrants. Illegal immigrants are a NET COST LOSS and a burden to the budgets of all states. This cost is largely borne by the states and citizen taxpayers. Federal payments allocated by Washington fall far short in reimbursing state and local government expenditures.
$108.2 million is spent each year by U.S. border counties in the four state region to pay for law enforcement, criminal justice and emergency healthcare services to illegal immigrants, states a February 2008 report from the United States/Mexico Border Counties Coalition (USMBCC). Current federal reimbursement returns only 11.5 cents on the dollar to counties for handling criminal illegal immigrant services. From 1999 through 2006, the 24 counties along the U.S.-Mexico border spent a cumulative $1.23 billion on services to process criminal undocumented immigrants through the law enforcement and criminal justice system. In fiscal year 2006 alone, the cost was $192 million. Yet, the federal government has only reimbursed these 24 counties $4.7 million for detaining criminal undocumented immigrants for fiscal year 2006 (and $54.8 million since 1999). These are staggering costs considering the rural nature and poverty level of most of these border counties. The costs to process undocumented immigrants come at the expense of basic, vital services to county residents. (Undocumented Immigrants in U.S. Border Counties: The Costs of Law Enforcement and Criminal Justice Services; U.S.-Mexico Border Counties Coalition February 2008) The average illegal immigrant family uses $2,700/year more in services than it pays in taxes. In 2002, this amounted to a $10.4 billion drain on the federal budget. Some of the greatest federal costs included: Medicaid ($2.5 billion); treatment for the uninsured ($2.2 billion); food assistance programs ($1.9 billion); the federal prison and court systems ($1.6 billion); and federal aid to schools ($1.4 billion). http://www.cis.org/articles/2004/fiscalrelease.html Furthermore; nationwide, 40% of households headed by an illegal alien receive welfare benefits and 56% have no health insurance. Standard & Poor’s reports that education of illegal alien children costs the states and federal government $11 billion dollars per year. http://www.youtube.com/watch?v=hduG9Dw0oYg Heritage Foundation research shows in FY 2004, at the state and local level, the average low skill immigrant household received $14,145 in benefits and services and paid only $5,309 in taxes (those that actually paid taxes). The average low skill immigrant households imposed a net fiscal burden on state and local government of $8,836 per year. That is approximately $9000 for EACH immigrant household of which at least 50% are illegal aliens. Taxpayers in our country pay more than $100 billion every year on health care and other services for illegal immigrants, including education, law enforcement costs, and housing. – Congressman Dean Heller-Jan. 2008 http://www.nevadaappeal.com/article/20080127/OPINION/729401847 The World Bank reports (Worldwide Remittance Flow to Developing Nations Report) for 2006, $68.1 billion dollars were sent by migrant workers (more than 50% illegal aliens) mostly from the U.S. to Latin America. Mexico received 24.4 billion, South America 24.4, Central America 11 billion and the Caribbean 8.4 billion. This is a direct transfer of a huge portion of our economy to the third world; largely by a group of people (illegal aliens) who are not even authorized to work in our country much less have an established presence here. Questions you should be asking include "Why is even $1 of taxpayer money being consumed providing services and paying for the huge cost burden of illegal aliens in every state of America? Why are we importing a foreign workforce that transfers a significant amount of money from our economy to foreign nations?" " ZEEZIL wrote on Mar 9, 2008 8:15 AM: " Immigration is a federal issue. Wait for them to fix it. That's a good plan! Just tell the states to do nothing! Then you can share all of the illegals that are leaving Arizona, Oklahoma and Georgia. The enablers can learn about drop houses, home invasion robberies, 8 hour waits in the ER and property taxes skyrocketing to provide services to illegal aliens who have no intention of abiding by the law or learning English. You too can have your trade wages locked in at 1985 rates. Face the fact, there are NO after school, summer, or entry level jobs for your teens because the illegals have taken them as careers for $8.00 per hour because they will live 20 to a 3 bedroom house and sponge off the liberal welfare and public benefits system that was designed for citizens in need. Be prepared for the illegals leaving states conducting immigration enforcement to find their way to your state so they can conduct their scams. Good luck with that "nothing will really work" attitude. If you wait for the feds, you'll all be overrun, taxed to death, poor and a number of you dead.
Congressman Joe Baca (D-CA) and the Hispanic Caucus are already trying to pass a bill right now in the U.S. House to give out "5 Year Amnesty Visas" to all of the illegals here (and I'm sure there is a loophole in it somewhere that includes dozens of their closest relatives). The pro-illegal politicians who won’t enforce the federal laws are doing this to stop states from enacting their own enforcement laws. Oh, they aren't telling you about that? What a suprise! Let me guess, they aren't telling you that they stripped the $1.4 Billion dollar funding from the Secure Fence Act of 2006 and Bush made a back room deal to GIVE the 1.4 BILLION DOLLARS as “foreign aid” to Mexico with NO conditions? Senator Kay Bailey Hutchison (R-TX) slipped in an amendment to the omnibus spending bill in Dec. 2007 that gave DHS Secretary Chertoff the power NOT TO BUILD any part of the fence anywhere he didn't want to in case funding was ever restored. So we go from a law passed by Congress in 2006 which mandated a double layer 700-mile fence, to no double layer fence to no fence at all anywhere the DHS secretary declares. And we still have people saying immigration is a federal issue and we must wait for the feds to act? The only thing the feds will ever do is to try another massive amnesty plan to legalize all the illegals to get them off the hook for creating the massive problems we face from 20 million plus illegal aliens. Aren’t you tired of being deceived and lied to, America? Aren’t you tired of politicians crafting legislation that puts the welfare of illegal aliens ahead of citizens and legal residents of America? " zeezil wrote on Mar 9, 2008 8:45 AM: " A study published in 2004 by FAIR about costs of illegal immigrants in Arizona, stated “Arizona’s illegal immigrant population is costing the state’s taxpayers about $1.3 billion per year for education, medical care and incarceration. Even if the estimated tax contributions of illegal immigrant workers are subtracted, net outlays still amount to about $1.3 billion per year. The annual fiscal burden borne by Arizonans amounts to more than $700 per household headed by a native-born resident: The report also states that the $1.3 billion cost associated with illegal immigration in Arizona does not include other costs such as special English instruction, school nutrition programs, or welfare benefits for American workers displaced by illegal alien workers.
http://www.fairus.org/site/DocServer/azcosts2.pdf?docID=101 A Harvard University study released in January 2008 found that illegal aliens depressed wages in Arizona by $1.4 billion dollars. Hardest hit were low skilled legal workers whose wages fell by 5%. http://www.azcentral.com/business/articles/0109biz-illlegalscost0110-ON.html " zeb a wrote on Mar 9, 2008 8:48 AM: " Truth be told Mexico is not a poor country, it's a corrupt country! There's a difference. Mexicans do not live in horrible poverty. People in Nigeria, Bangladesh and Vietnam live in horrible poverty. If our goal were to offer an opportunity for a better life to people living in abject poverty, Mexico would not even be on the list of countries we would look at. IF after providing all available American workers with a job that pays a decent, living wage we still need workers for agriculture or such, why not bring in people from other countries who truly do need a helping hand? People who could not possibly pay a coyote thousands of dollars to smuggle them into the US? People who would appreciate an opportunity to work in the US on a temporary work visa and go home with a tidy nest egg? People from countries who have not fleeced the taxpayers of the US. Countries whose leaders have not meddled in our immigration affairs with the intention of subverting our legal immigration system. Slam the door shut on Mexico and lock it. The world is awash in unskilled labor. We can get any workers we need from other countries. We don't need the people from south of the border. Let's lend a hand to people who will respect our laws and not burn our flag in the streets.
There are plenty of jobs in Mexico. Unfortunately, we just happen to share a border with Mexico so Mexican leaders backed by their rich elitists ship their uneducated and poor to us to employ and take care of. Truth is, Mexicans realize that the jobs in Mexico pay significantly less with little benefits (thanks to their corrupt and oppressive government) than in the U.S. Why labor in Mexico at the wages being offered because they can make 10 times as much in this country. Why sweep a floor in Mexico for $7 dollars a day when you can come here illegally and make $7 an hour sweeping the same floor. Further, our generous social systems will actually pay you to have babies and give those babies citizenship, thereby providing an anchor to your presence. So on top of your $7 under the table wage, you can get an anchor baby, food stamps, housing subsidies, access to no cost medical care, education, and a bevy of activist support groups and immigration lawyers that will help you stay here. It's as if they have hit the lottery and you can bet these people will never go back to Mexico so long as they have the economic incentive and a host of facilitators and advocates that aid and abet their presence to remain here in this country. " Dr Coles wrote on Mar 9, 2008 10:32 AM: " Illegal Aliens and Immigration is NOT the same thing. Immigrant is a legal status granted by a sovereign country. We have to many folks who do not know and are ignorant or outright deceivers, confusing illegal alien workers calling them illegal immigrants with immigrants. Criminals did NOT build America; Citizens and LEGAL immigrants built it. American’s want an end to anarchy! This is NOT a Democrat, Republican, Independent issue. It's an American Issue.
Illegal aliens are criminals, those who hire them are criminals and those who aid-and-abet them are criminals. Illegal aliens in America have NO rights. We are required by law to arrest and prosecute, deport them. (Title 8 U.S. Code) To report illegal aliens call the DHS National Hotline 1 866 DHS 2ICE. (1-866-347-2523) No, matter your political party affiliation, and setting aside your thoughts on issues. We all need to remember what it is to be an American Citizen. " William Garland wrote on Mar 9, 2008 3:08 PM: " The Heritage Foundation, after an extensive study, came to the opposoite conclusion to Ms Gans. Immigrants, whether legal or illegal, are a net drain on public sercises until at least the second generation after immigration. To this must be added the billions of dollars which are sent out of the country rather than recycled in our economy, the additional costs of educating those whose language is not english, the medical burdens of dealing with some contagious diseases which were all but eliminated from the US. As to Social Security there are no billions sitting in Social Security. Funds collected from that tax become part of the government's revenue and are spent, not held in any trust fund. The Social Security Administration receives back special bonds which are to be repaid by the government out of future revenue. That revenue is, of course, future taxes. " Bettybb wrote on Mar 10, 2008 2:45 PM: " Ever heard of legal immigration?
Politicians, business, the print media never ask for legal immigrants. Why not? First, it is not slave labor; legal immigrants have to be treated properly. Second, legal immigrants come from all over the world, and that does not promote the USA's integration wth Mexico into a North American Union, The argument that business needs cheap labor for our nation to grow has been used time and time again in our history, including those opposed to abolition of slavery and the termination of the Braceros program. Time and time again it has proved to be wrong. As ex Senator Eugene McCarthy, on of the architects of the 1976 Immigration Law, has pointed out, it is technology and innovation that creates our economic wealth, not low skilled cheap labor. After the Bracero farm worker guest program was ended, prices did not rise as the naysayers had predicted; instead there was an increased use of mechanization. There is no reason to think the same would not happen again, given Europe's success with robotic use in bringing in crops. According to Paul Samuelson, the economist, we must select mostly the best and the brightest to immigrate to the USA. They add more value to the economy then they take out. Then we can have a few low skilled immigrants who traditionally are a net drain on society for at least a generation until their offspring's education level rises to US levels. Other first world nations follow this pattern. Primarily low skilled immigration is the road to financial disaster. However, the Neo Con Republicans and the Democratic leadership continue to push amnesty proposals. Why? President Bush opened the southern border to allow a flood of illegal immigrants in order to jump-start his agreement to integrate the US and Mexico in a North American Union with Canada. Check Judicial Watch and www.stopnorthamericanunion.com websites and read the Bush government document that says that, as Americans will resist North American integration. it has to be done in secret, and implemented by "evolution stealth". You can also read the actual agendas of meetings between USA/Mexico/Canada on infrastructure integration and open borders. Read David Brooks', a columnist with New York Times article in December 2007 furious because as he put it " the elite" had a bipartisan agreement for free trade and NAFTA that was raking in the money and Lou Dobbs, the anti illegal immigration advocate, messed it up. He did not mention that the money goes to the "elite" and ordinary Americans are hung out to dry. When President Calderon was here as part of Mexico's $25 million February propaganda effort to convince Americans to throw out the rule of law and grant amnesty, he made it clear that integration was going to occur so Americans better accept the idea. All the various amnesty proposals are evolutionary stealth. So are our governments actions in stalling on the border Fence, refusing to enforce the employer law against hiring illegals, shifting 1000 ICE agents away from deportation duty, building of the North American Highway, allowing Mexican Trucking into the USA despite a ban by Congress, promoting Spanish as a second language, installing trans border inspection stations in the US, removing 1/2 of the Border Patrol and all of the National Guard from the southern border and on and on. The problem is, America is a country of laws, or used to be, and the rule of law states one rule for everyone, applied equally. The Pew Hispanic Center says that at least 80% of illegals are Hispanic. American immigration law provides quotas to all countries so all Americans have a roughly equal chance to bring in family and race. Any amnesty or guest worker program or special visa would give a huge PREFERENTIAL TREATMENT to Hispanics over all other Americans, in both number of people allowed in, and timing of their arrival. Bush opened the southern border to promote integration, thereby giving preference in ability to come in illegally to Hispanics, especially Mexicans. The airports were kept shut. And as the numbers show, it worked, the vast majority of illegals are Mexican. And all political parties want amnesty so they can be the champions of the new post integration enlarged voting block, therefore they are only giving lip service to immigration enforcement. No other race is being given the opportunity to increase their voting block through massive illegal immigration. The US Constitution is quite clear. There is anti discrimination and an equal protection of the law clause. All Americans must be treated equally and there can be no racial preferences. In a nutshell, those pushing for amnesty provisions want to be able to place one group, illegal Hispanics, before all legal immigrants, all legal visa holders, all other legal guest workers, and before family reunification for all other races and ethnic groups. That is not the American way. There is only one solution with respect to the illegal aliens among us. They must return to their own countries. We can give them immunity for their illegal entry to the country, tax evasion, and even welfare fraud if applicable. But they cannot be given immunity when others have been harmed by their criminal conduct. ID theft can destroy an American's life for many years. It is estimated that 7 million Americans have been victimized, with a large increase in the use of minor’s ID by illegals as it takes longer before it is discovered. Of course DUI's, document fraud, and violent criminal behavior cannot be forgiven and other serious felonies cannot be forgiven. The States that have recently re-instituted the rule of law and are now penalizing employers and landlords who hire/rent to illegal aliens, have proven that if we enforce our laws, the illegal aliens will self deport. It really is that simple. Of course, that will put a crimp into the “secret” North American integration plan, and will distress the Free Trade Cabal wanting large profits for the few, but this country still belongs to Americans, not to the politicians, not to big business, not the media. If there is to be a union with Canada and Mexico, it must be structured to benefit all Americans, and can only occur with a treaty ratification by Congress and American citizen’s consent each step of the way. It’s time to make “evolution stealth” a footnote in history. http://canadafreepress.com/index.php/article/... http://www.snopes.com/politics/quotes/hispani... http://www.youtube.com/watch... The Pew Hispanic Center said the largest group of illegals is Mexican.
No need for a big campaign, just regular Americans one buy one deciding enough is enough, and refusing to by anything made in Mexico or to travel to Mexico. I bet that would stop President Calderon from continuing to say that where ever Mexicans are in America, so is Mexico, and that Mexican integration is going to happen so Americans just better learn to deal with it. It would also be a good kick in the pants to our big business butt kissing politicians. The Neo Cons and the Democratic leadership are pushing for North American integration. They are doing it step by step, as stated in a Bush gov document by “evolution stealth”. Think no border control, Mexican trucking allowed, Spanish everywhere in the USA, amnesty, no employer enforcement etc. These sell-out politicians, and dishonest greedy business, are going to cause the disintegration of the greatest nation on this earth and the culture that built it. As former Senator Eugene McCarthy has written, we are being colonized; forced to adopt another group's way of life. Time is running out. If we do not act, we will lose our language, culture and nation.
