Rezoning clears way for country club homes

Pima County supervisors approved rezoning Tuesday to permit construction of eight new houses in the Country Club of Green Valley.

Although there had been several speakers at a previous planning and zoning hearing, only four spoke Tuesday.

Opponents generally said they thought more houses would devalue their property, while supporters said they thought it would be good for the Country Club.

The report from the P&Z hearing indicated the Country Club wants to sell the lots to raise money.

Valerie Feuer of PSOMAS, the Country Club’s agent, said she thought traffic concerns on Abrego on the club’s west side had been mitigated.

She said the club wants to save water and “raise money by selling.”


The club’s presentation said the lots were in the rough, away from the fairways.

Feuer argued that building the houses wouldn’t damage the view of the mountains. Their views “are of the golf course,” she said to objections.

Opponent Carmen Paracy said the views were one of the reasons “I purchased this lot,” west of the country club.

She added, “Now they’re taking all the open space.”

She said she talked to eight to 10 people in the neighborhood and they said, “We’ll be living in a fish bowl,” if the deal goes through

Another neighbor, Lester Packard, said, “Once the homes are built they will obstruct the open space views,” adding they will “impact our home values and the views we cherish.”

Hugh Winebrenner, another neighbor, said he’s within 100 yards of three of the lots to be sold for building.

He said building on them won’t hurt his views. He said “neither I nor my neighbors” object to the proposal.

The planned sale will “enhance my property,” he said.

Carol Buckles, the Country Club’s treasurer, said the development “will enhance the club’s property views.”

Supervisor Ray Carroll, whose District 4 includes Green Valley, said “I see no reason to object” and voted for it.

The total amount of the property that was rezoned was 2.66 acres on the south side of Paseo de Golf and east and west side of Abrego Drive.

The change rezoned the eight lots from RH, rural homestead, to CR-4, mixed dwelling.
